AI-supported tools have arrived in software development. The real question for engineering organizations is no longer whether AI is used, but how its use is structured, governed, and measured. An AI-hybrid working model that combines AI-based drafting and checking with mandatory human review is no longer an optional enhancement but a baseline requirement: organizations that do not systematically integrate available AI capabilities into their processes risk falling behind achievable levels of efficiency and quality over time.

What is missing in most organizations is an AI-enabled Target Operating Model (TOM) that describes what such a working model looks like in practice. A well-designed TOM structures the interplay of four layers: a steering layer with governance board, risk & compliance, and KPIs; an AI layer for tasks such as code generation, test automation, documentation, and requirements analysis; a human layer for review, validation, risk assessment, and change management; and the underlying toolchain.

Across all six SDLC phases, from requirements through design, development, testing, and deployment to operations, the TOM precisely defines which activities AI agents take on, where Human-in-the-Loop accountability lies, and at which Quality Gates decisions are made. The central principle: AI never automates gates. Every approval remains a human decision; AI prepares, humans decide. All AI outputs are traceable, versioned, and documented, and value is continuously measured through time-to-deploy, quality metrics, and ROI.

Adoption follows a three-part approach: strategy (target model, processes, roles), implementation (gap analysis, prioritized AI opportunities, roadmap), and continuous compliance (KPIs, reporting, governance after rollout). Building competence within the development team is an explicit goal, not a side effect.
